This is the Keyword Maintenance screen.  You have full control of maintaining your keywords from this screen.  All the words from the problem and resolution tabs -- minus the Noise Words you have defined -- are displayed here.  The word 'is' is defined as a Noise Word.

The Keywords starting with ## are Keywords automatically maintained by PARROT.  They reference data fields of the Problem to allow for quick searches based on these data fields.
